Re: Investigation & Discipline of NYPD Who Killed Bangladeshi Teen Win Rozario & Mistreated Our Family in Aftermath 


Dear Mayor Adams and Commissioner Tisch,


We are the parents and younger brother of Win Rozario, who was murdered in our home by NYPD Officers Salvatore Alongi and Matthew Cianfrocco on March 27, 2024. We are writing to you in your capacities as mayor and police commissioner - the only two government officials who have the power to ensure that Alongi and Cianfrocco are fired, that other NYPD who were responsible for mistreating our family after Win was killed are publicly identified and disciplined, and that police are removed from mental health response protocols in New York City. 


We’re also writing to you in your capacity as parents - to urge you to treat us as you would wish to be treated if your child was recklessly and unjustly killed in front of you, in what should have been the safety of your home, by NYPD officers. We can’t imagine that you would be okay with the mistreatment, disrespect, and disregard that we’ve had to endure.


Next week marks what should have been Win’s 21st birthday. Instead of celebrating with him, we will be mourning him.


It has been 15 months of lies, obstruction, and inaction from your administration since Win was killed in our home. In case you need to be reminded, here are some facts:

  • If Alongi and Cianfrocco had not come to our home, Win would be alive today. One of the first things they did when they got to our house was refer to Win as “schizo”, offensive language that reveals their discriminatory attitude towards people with mental health challenges. They immediately created a crisis upon arrival that they repeatedly escalated, chose to bark orders and draw their guns instead of de-escalating in spite of multiple opportunities, didn’t follow the NYPD’s own protocols, and shot Win at least five times in less than 2 minutes of entering our apartment. It’s a miracle we (Win’s mother and brother) weren’t also killed in the chaotic crisis that Alongi & Cianfrocco created. 

  • After Win was killed, NYPD officers, whose names we still don’t know, refused to allow us (Win’s mother and younger brother) to go to the hospital with Win - instead forcing us to go to the precinct. We were interrogated individually, without counsel, and weren’t informed that Win was dead until afterwards. We didn’t even get to say goodbye. 

  • Following this, the NYPD refused to allow our family to go back to our apartment for more than two days - preventing us from getting medication and clothes or even feeding our cat. We were only allowed back in after Public Advocate Williams’ office intervened, demanding we be allowed back - and the NYPD and city left the apartment a mess with blood all over.

  • In 15 months, we have received ZERO updates from Mayor Adams or the NYPD on the Force Investigation Division’s investigation into the murder of Win. Two months after Win was killed, Mayor Adams lied, claiming he had personally reached out to us. That never happened. The NYPD refused to release the names of the officers who killed Win and the mayor didn’t even bother to publicly acknowledge the killing of Win until after the Attorney General’s office released partial body camera footage. Mayor Adams’ response at the time was to release a short statement that mis-spelled Win’s name and focused more on himself than on Win or our family. At a press availability soon after, the mayor falsely stated that discipline would have to wait until after the AG’s investigation concluded. This was also a lie - there is no legal requirement to delay discipline. 


There’s much more we can say about the NYPD misconduct and mistreatment of our family - some of it is here in Win’s mom’s words in the Daily News, marking one-year without Win. 


We’re writing to you because it’s unacceptable that your administration has given us no information about the FID investigation – and because of your inaction, Alongi & Cianfrocco are still being paid as police. 2024 payroll records show that in the year they killed Win, both Alongi and Cianfrocco took home close to $200,000 each in pay - much higher than the prior year, and even though their base salaries are only $105,146 annually. This is corrupt and outrageous.


Mayor Adams: 

In 2024, you promised to resolve police-involved shootings within 6 months - it’s been 15 months with no updates or resolution, and what seems like only lies, misdirection and disregard from you.


Commissioner Tisch:

As a more-recently appointed Police Commissioner, we know that you were not with the NYPD when Win was killed. You have stated that officers should be disciplined for misconduct. We need you to turn your immediate attention to this case - the killing of Win and the misconduct and mistreatment following the killing - and we need you to take immediate action towards firing Alongi and Cianfrocco. 


We need action, not just words from both of you. Our requests:

  • Make good on your words about accountability and ensure that Alongi & Cianfrocco are fired for unjustly killing Win, for almost killing two of us (Win’s mother and brother), for not providing competent medical attention after shooting Win at least five times, and more. Alongi and Cianfrocco’s actions were unjustified, reckless and against the NYPD’s own protocols. They are a danger to New Yorkers and must be fired.


  • Provide an update to us on the FID investigation and the employment status of Alongi and Cianfrocco immediately. Fifteen months of silence and keeping us in the dark is unacceptable. You would not want your family to be treated this way if you were in our situation. Contact information for our representatives is included at the end of this letter. 


  • Release the names of all officers and NYPD officials who were involved in our mistreatment in the aftermath of Win being killed - and implement substantive discipline. 


  • Mayor Adams: We are requesting a meeting with you, along with our team. We hope you will stop acting as if Win wasn’t killed under your watch, and agree to this as soon as possible. 


To contact our representatives regarding the above requests, please reach out to the Justice Committee, who will coordinate with us directly and the rest of our team. We hope to hear from you as soon as possible.
