Win Rozario
19-year-old Win was gunned down in his own home in front of his mom and little brother.
“If officers Alongi and Cianfrocco had not come to our home, Win would be alive today.”
- Rozario family in a letter to Commissioner Tisch & Mayor Adams
19-year-old Win Rozario was in his Ozone Park, Queens home when he was gunned down by NYPD Officers Salvatore Alongi and Matthew Cianfrocco on March 27, 2024 in under two minutes, in front of his mom and little brother. Officers Alongi and Cianfrocco created a crisis when they arrived and escalated the situation multiple times, without any attempts to de-escalate the crisis they created. Officers Alongi and Cianfrocco barked orders, tased, and recklessly shot Win at least five times after entering the family’s apartment, unjustifiably killing the teen and risking the lives of Win’s mother and brother.
Win’s family was severely mistreated by the NYPD in the aftermath of the killing. After shooting Win, the NYPD forced Win’s mom and brother to go to the precinct immediately, refusing to let them accompany Win to the hospital. Win’s mother and brother were separated and interrogated without lawyers and before being notified that Win had died. The NYPD then refused to let the Rozario family back into their apartment for over 48 hours, refusing to let them retrieve critical medications or even feed their cat. It took the advocacy of the Public Advocate to get the Rozario family back into their home - which the police had neglected to clean up after murdering Win.

About Win Rozario
Win Rozario was a 19-year-old Bangladeshi teenager who lived with his family in Queens. His family described him as disciplined, determined, and with a strong sense of right and wrong. Win’s mother shared that he loved to cook for her and was always helpful including with her crafts. Win dreamed of one day having his own farm, to be surrounded by the animals he loved. Win taught himself how to play basketball after he arrived in the US. According to Win’s younger brother, Utsho, “When Win wanted to get something done, nothing could stop him.”
A Year Without Justice
For over a month after Win Rozario was killed, the NYPD blocked transparency, including refusing to release the names of the officers involved. Alongi and Cianfrocco’s names were first publicly identified by the Attorney General’s office when they released officer body camera footage on May 3, 2024. Mayor Adams’ first - and only - public statements regarding the killing were issued only after the Attorney General released body camera footage, over five weeks after Win was killed, after being questioned by press. Mayor Adams falsely claimed that he had reached out to the family after the incident, and falsely claimed that discipline would have to wait until after the Attorney General’s investigation concluded.
The Civilian Complaint Review Board (CCRB) and the New York State Attorney General are still investigating the killing, as is the NYPD - but in over a year, NYPD has never given an update to the family. Win Rozario’s mom wrote about the year since Win was killed and the NYPD’s mistreatment of her family, in a March 2025 Daily News OpEd. In June 2025, the Rozario family filed a lawsuit against the officers, the NYPD, and the city, alleging wrongful death and 15 other counts of egregious constitutional and civil rights violations. After 15 months of silence from the Adams administration, Win Rozario’s family sent an emotional letter to the Mayor and Police Commissioner demanding an update on the NYPD investigation and a meeting with the Mayor.
