Parents of Win Rozario & Justice Committee Respond to Commissioner Tisch’s “Human Error” Statement
New York, NY — Following yesterday’s reveal that NYPD Officer Salvatore Alongi was allowed to retire in May while awaiting a departmental trial for the 2024 killing of Bangladeshi teen Win Rozario and that the NYPD still hasn’t submitted Alongi for state decertification in spite of state law requiring it, Police Commissioner Jessica Tisch released a short statement that only addressed the question of why the NYPD didn’t notify the civilian review board of Alongi’s retirement, claiming it e was a “mistake” of “human error”. The commissioner’s statement also revealed that Alongi received a disability pension, which is significantly higher than the amount of normal NYPD pensions.
In response, Notan Eva Costa and Francis Rozario, the parents of Win Rozario, issued the following statement:
“We’re disgusted by Commissioner Tisch’s response to our family exposing that the NYPD let Alongi retire with a full pension, without standing trial for murdering Win. She’s trying to make it seem like our family’s pain doesn’t matter by claiming some unnamed employee made one “mistake” when she should be apologizing for her own actions as Commissioner that have caused our family pain and allowed Alongi to avoid being fired.
We’ve been fighting for nearly three years to fire these officers – and Tisch helped one of them secure his pension. Tisch is the chair of the police pension fund - she could have personally tabled a decision on Alongi’s retirement when it came up in May of this year, but instead, she approved it. Alongi filed for retirement in August of 2025 and Tisch personally ordered the NYPD to deliver the CCRB’s charges on him in September - why didn’t she tell us then that Alongi had already filed for retirement? The NYPD refused to substantiate misconduct against Alongi and Cianfrocco directly - and under Tisch there are ZERO cases where the NYPD has substantiated misconduct against any police that kill. She’s the boss of the NYPD so why are we still in the dark about whether the NYPD investigated the other misconduct that CCRB referred to them last September? The fact is, Tisch has the power to fire cops who kill, but she’s never fired any cop who has killed and in the examples we just named about Alongi & Cianfrocco, she’s either colluded with or allowed the NYPD to block fairness as we fight for Win. We demand that she make public how it’s possible Alongi retired with a disability pension and we want to know when he claimed his supposed “accident” happened because he was transferred and wasn’t supposed to be on the streets after he murdered Win. This is corruption and not only should Cianfrocco be fired, Jessica Tisch should be fired.”
Loyda Colón (they/them), Executive Director of Justice Committee, issued the following response:
“Tisch’s 3-sentence statement yesterday, responding to the Justice Committee and Win’s family exposing that the NYPD let Alongi retire without facing a discipline trial, is a slap in the face to Win’s family and every New Yorker who cares about fairness. Yesterday, Win’s family shared some of why they think this reflects a cover-up and high-level NYPD corruption. Tisch’s statement helps make their case and raises even more questions that point to possible corruption and cover-up.
Tisch said Alongi was approved for disability retirement - which means his pension is much more than normal NYPD pensions. She’s the chair of the board that approves NYPD disability retirements - and she did nothing to delay or block the approval so that the discipline trial against Alongi could be expedited. We stand with Win’s family in demanding full transparency about Alongi’s retirement. New Yorkers deserve to know what “accident” he claimed he had and when it occurred, when different NYPD officials were notified about his retirement application and more.
Instead of trying to downplay the current scandal and trying to minimize Win’s family’s pain, Tisch should explain why for almost half a year, the NYPD has continued to violate state law by not putting Alongi on the state’s police decertification list, she should ensure that Officer Matthew Cianfrocco is fired as soon as possible, and she should be making sure the NYPD substantiates the other misconduct referred to them by CCRB in the murder of Win.“
